got the web sdr at twente bookmarked have for some time. its quite good, it runs out of puff about 10M but is good for most stuff lower than that. i've certainly listened to 198kHz Radio4 on there. also used a rtty decoder to listen to German maritime weather stations.
hope you can pick yourself up with the wspr decoder.
